After further review of game play with certain mechanics in the game it has been determined that several more changes will need to be made to balance the game. These changes have been approved and will be included in the updated version of the Admiral's Handbook before the expansion is released. Here are the rules updates.
1. First it was noticed that aircraft decks have a difficult time defending themselves from ship-borne attack if the player has no ships to intercept. It has been decided that players who run aircraft will be able to send squadrons that can satisfy an attacker role (including multi-role and V/STOL aircraft) to intercept attacking ships. This way an aircraft deck has a better chance of defending their carriers. Attacking ships won't be able to deal damage to intercepting aircraft unless they have anti-aircraft weapons equipped to the attacking ship, as with previous air vs ship combat.
2. On the contrast, players who don't run aircraft are more vulnerable to attack from players who do. This rule change will allow players who equip ships with anti-aircraft weapons (AA guns, SAMs and CIWS) to use them to intercept attacking aircraft. Combat will be the same as before where the aircraft will roll attack, and the ship will roll defense and if the defense roll is more than the attack roll the aircraft will take damage instead.
3. It has also been noticed that players who run subs in their decks are much more likely to win games against players who don't have anti-sub weapons in their main decks. Previously, players would have to have a sonar in the battlefield and equip a torpedo card to a surface fleet ship in order to intercept attacking subs. With this rules change, players who have surface ships preequipped with sonar (as noted by the sonar icon) could intercept subs or if they control a sonar defense card any fleet ship they control can intercept. Then the purpose of torpedo cards would mainly be to increase the attack modifier of a surface ship against subs in combat. Players will then conduct attack/defense challenge exactly as they would for standard surface ship combat.
